Does Alabama require a contractor license bond?
Not the way most states do, and this is where Alabama contractors get bad information. A general contractor licence is required in Alabama once the contract amount on a project is over $50,000, and that applies to subcontractors on their own contract amount too, not just to the prime. The bond is not a flat condition of licensure. It is one of the ways you satisfy the financial responsibility requirement.
The three ways to prove financial responsibility
Alabama's licence turns on documented financial capacity, and there are two ways to satisfy it:
- Document the net worth and working capital. Every applicant must show a minimum net worth AND working capital of $10,000. Bid limits above the minimum are graded off those figures.
- Post a surety bond against the shortfall. Where net worth or working capital falls short, a bond can supply the difference. Confirm the exact formula with the Board before you buy - see the note below.

Which route should you actually take?
If you clear the threshold comfortably and already have clean CPA-prepared statements, filing the financial statement is the cheaper path. The an amount set against your shortfall rather than a fixed figure bond is the better move in two situations: your net worth does not reach the threshold for the class you want, or you would rather not put your balance sheet in a public licensing file. What the bond does not do is make the financial work go away - if you intend to bid bonded work later, a surety underwriter will want those same statements anyway.
The requirement that is easy to miss
The Board's financial standards are strict and worth reading before you spend money on a statement. Current financial information means no more than one year old. The Board accepts an audited, reviewed or compiled statement prepared under GAAP by a CPA or a Board-approved Licensed Public Accountant, or the Alabama Department of Transportation booklet. It does not accept its own Confidential Financial Statement booklets from prior years, and it does not accept cash-basis or tax-basis statements. Deficits are not acceptable. Where a parent or personal statement is used to raise the bid limit, a Guaranty Agreement must be downloaded from the Board's site and completed, and no company named inside that statement may itself hold a Board licence.
Two Alabama figures we will not print
First, the bond formula. Several bond sellers describe the Alabama supplement as a bond equal to your negative net worth or working capital plus the required amount. They agree with each other but we could not confirm that wording in the Board's own material, so we are not going to state it as the rule - ask the Board, or ask us and we will ask them. Second, Alabama's HVAC board is a different regulator with a different bond, and its own documents disagree: one application page states a $15,000 performance bond while bond form BF-1 reads $20,000. If you are an HVAC or refrigeration contractor, that bond is the one that applies to you and the figure needs confirming with that board directly, not with the General Contractors board.
Applications need a cashier's cheque or money order for $300, non-refundable and non-transferable - personal and company cheques are returned - and must arrive at least 30 days before a regularly scheduled Board meeting.
What an Alabama license bond costs
You do not pay the face amount of the bond. You pay a premium, which is a percentage of it, and that percentage is set by underwriting - primarily your personal credit, how long you have been in business, and your financial position. A contractor with strong credit pays a small fraction of the bond amount. A contractor with credit problems pays more, and sometimes needs a market built for that situation, which we have.

A license bond is not a contract bond
This is the distinction that costs Alabama contractors work. A license bond is what the state or the city requires before it will let you operate. It is a fixed amount, it renews annually, and it protects the public. It says nothing about whether you can bond a job.
A performance bond is different. That is job-specific, written at the full contract value, and it is what an owner requires before awarding you the work. Contractors who assume their license bond makes them "bonded" find out otherwise the first time they try to bid public work.
The two are connected in one direction that matters: the financial file that gets you a license bond easily is the same file a surety underwriter reads when you ask for a performance bond.
